Ultimately, colleges and universities can't know what military training is "worth" unless they have some guidelines to go by. This is where American Council on Education (ACE) usually comes in.
My experience with the University of Oklahoma is that they award credit for military training when ACE has reviewed that training and offered recommended credit equivalency guidelines. Where ACE hasn't reviewed training and there is no credit recommendation to follow, OU will not award credit. I would imagine that the majority of schools follow the same policy.
